o Job Creation: The investor’s business plan must commit to generating at least 5 formal jobs for Paraguayan nationals.
· The New Financial Instruments Track (Passive Wealth): * The Commitment: A minimum investment of $200,000 USD into government bonds, bank certificates of deposit, or approved securities registered with the Superintendencia de Valores of the Central Bank of Paraguay.
o The Advantage: A purely passive option requiring zero business operations, zero business plans, and zero job creation. It requires a clean 2-year mandatory holding window.
· The New Real Estate Investment Track: * The Commitment: Direct acquisition of commercial or productive real estate valued at a minimum of $200,000 USD. To clear immediate residency, the investor must show a fully registered transfer deed or a notarised private purchase contract confirming that at least 30% of the total asset value has been fully paid. Personal or family-use primary dwellings are explicitly excluded from this specific investor fast-track.
2. Independent Means & Standard Two-Step Residency (Law 6984/22)
The traditional, highly accessible route for self-sufficient individuals, retirees, and remote professionals who prefer a gradual entry without a heavy upfront capital deployment.
